quickstart multinode: make it work with all stable branches

Bug Description

At the moment the multinode implemented with quickstart is only working with master branch. We need to make it work with all stable branches too

proposing https://review.openstack.org/445866 as a temporary workaround until we have a proper bootstrap role in quickstart itself
