new tbzrcache instance/tray icon for each differently-privileged explorer instance

Bug Description

If you run "explorer /separate C:\" or similar as a second user, you get a second instance of tbzrcache.exe ... and a second system tray icon!

Worse, it's hard to tell which icon is for which instance, and it doesn't go away when you close that explorer (and any other apps you were running as that user).

I'd really prefer them to be at least labeled and self-closing, though I concede that a seperate instance is probably necessary (assuming we want to be able to use tortoisebzr in all of these explorer instances, which we might want to be a per-user preference somehow -- maybe it already is?)

TortoiseBZR cache process shutdown automatically after some idle time. (default: 1 hour)
You can set this value by editing tbzr.conf directory. ('idle_timeout' in '[tbzrcache]' section.
TBZR should provide GUI for editing this value.
