Bug Description
when you do 'testr run ...' without --subunit, it uses a default filter
allow the user to specify the filter to be used in the .conf file, so that they can get the output they want without having to specify --subunit or pipe the results thru the filter of their choice.

We could perhaps honour the (currently broken) SUBUNIT_FORMATTER variable subunit supports, or make up a new one.
