GetEmail should throw an EmailDisabledException or similar when Email.DisablePop=true to avoid confusion

Bug Description
When using the Email.DisablePO
without letting the caller know that what he's trying to do is dumb and can never succeed. Better to throw an actual
exception when the EmailUtil.
