combineCurrentURL shoudl use "base" tag

Bug Description
If the document is HTML or XHTML it would be nice if combineCurrentURL would use a "base" tag present in the HTML. This could unfortunately make this function a bit slower if used repeatedly. Perhaps a ResponseState function to getBaseURL would make sense, as a counterpart to getLocation.
