Bug Description

There are currnelty no functional tests for cinder backup. Cinder backup can use either Swift or Ceph and uses a common api for both.

The above test works fine locally in my devstack env (last time I ran it) but it fails when it runs on Jenkins due to a Swift auth issue. The test runs with admin creds but for some reason in Jenkins they do not propagate to Swift and I think it has something to with how Swift auth is configured in the Swift backup config but I have not got round to debugging it yet. I am aiming to come back to this at some point but if someone else want to take this on feel free.

    Adds cinder backup functional tests

    Adds new tests to cover cinder backup api as well as the needed
    json clients.

    xml client will be submitted after bug #1270589 is fixed.
