Dialling country codes fails ever since OTA-13

Bug Description
After updating to OTA-13 on the Aquaris E4.5 I noticed a peculiar problem. I seem to be unable to dial phone numbers starting with a plus sign (i.e. country codes). Using 0 instead for national calls works perfectly, though.
When I dial a number with a country code (even the local one) all I receive is a fast congestion tone.
Those phone numbers have been in the address book for ages and have always worked on the Aquaris until recently.
