Bug Description

Currently, tacker test cases are not arranged according to the tested codes.
https://github.com/openstack/tacker/blob/master/tacker/tests/unit/vm/test_vim_client.py is used to test tacker/vnfm/vim_client.py,

we should put test_vim_client.py under tests/unit/vnfm
