Bug Description

the vnfc test image on github:
https://github.com/openstack/tacker/blob/master/tacker/tests/etc/samples/sample_tosca_vnfc.yaml#L26
file: https://github.com/bharaththiruveedula/dotfiles/raw/master/fedora-sw.qcow2

it breaks tests many times since github is limiting the traffic.

we need a image placement strategy to put the vnfc image.
