Bug Description
I can not define a different scaling policies in vnfd file for each type of VDU in my VNF. For example I need to scale data plane VDUs differently than control plane.
But tacker creates only one autoscaling group in heat and applies that to all VDUs.

Yes, this is a known restriction due coming from heat-translator. We are working with tosca-parser and heat-translator team to remove this (it is a bigger effort on their side). A fix will be available in Pike.
