Bug Description
Sometimes, we need to startup VDU with fixed MAC and IP, which is supported by neutron itself.
Problem:
not be able to start VNF with fixed MAC and IP
solution:
extend the CP type to allow to specify the MAC and IP
limitation:
this kind of VNF should not be scaled out.
