Bug Description
I am wondering why bulk middleware is located at after authentication in etc/proxy-
In vanilla Swift, it's at prior to auth, (maybe) due to authentication for each DELETE requests, right? Furthermore, current swift3 doesn't seem to use the bulk stuff for multi-delete.
If no matter to move it to correct location as well as vanilla Swift, we should do so, IMO.
