Bug Description
Both proxy ECObjController and reconstructor have code for fetching a bucket of EC frags in preparation for either rebuilding the object (proxy) or rebuilding a missing frag (reconstructor). Ideally much of that code would be in a common function/library shared by proxy and reconstructor.
