swift-container-info ignores swift.conf passed using --swift-dir option

Bug Description

swift-contianer-info does not use the custom path provided using --swift-dir option to look for swift.conf and hence fails to find policies on the current node.

It looks for /etc/swift/swift.conf and this makes it impossible to maintain a local swift.conf copy (if you don't have write access to /etc/swift) or check multiple clusters from the same node.
