Bug Description

Swift dispersion tools (swift-dispersion-populate/swift-dispersion-report) is written as script files in bin/ dir directly and no tests for them right now.

That would be better to parse it to caller in the binary script files and fucntions in somewhere swift/cli/swift-dispersion-xxx.py and then, hopefully we can maintain the tools with unit tests in test/unit/cli/test_swift_dispersion_xxx.py
