this issue has been reported before (& reported on community hub) but I need lp.bug report to tag it on iso.qa.ubuntu.com (I didn't see duplicate; will mark this duplicate if my scan wasn't complete)

I have to pick a keyboard layout but none are offered. I cannot advance (continue is grey) but am stuck picking from no options.
