Preconfigured installer crashes when network section is empty

Bug Description
I have to do an automated installation with multiple static networks configured. There is no documented way to do this with subiquity (not even a single static one) so the plan was to put a netplan configuration in the squashfs and leave the 'Network:' section empty.
When you do this in Ubuntu 18.04, subiquity crashes in a loop.
