Cannot delete boot loader partition

Bug Description

Summary:
If during manual disk setup, a partition is created on a disk and then the user deletes the partition they are unable to delete the boot loader partition on that disk. The only way to move it is to select another disk.

Expected Behavior:
Able to delete the boot loader partition

Actual Behavior:
Have to select a different disk and choose "Make Boot Device"

Steps to Reproduce:
1. Use Bionic live-server dated 20180724
2. Select defaults till disk setup then choose "Manual"
3. Add a partition to a disk (e.g. max size, with '/' on ext4)
4. Delete the newly created partition
5. Try to delete the bios_grub partition and get error

I'm about to file a very similar bug, for UEFI.

One can use 'Reset' but that wipes everything.
