serial console is not cleared before console-conf runs

Bug Description

this might be unfixable but filing it regardless...

when booting on a serial console on a non 80x24 window, the serial console stays full of cruft when console-conf starts. instead the window should be completelly cleared even if the console-conf window only runs in the top left corner in 80x24 mode once it comes up.

well, it looks quite awful ... functionally bug 1621142 would be enough indeed (if you can find the message in the chaos on screen)
