Platform managed apps that were forcefully removed (and tarball deleted) re-upload is being attempted. I believe there is a cache of system managed applications that needs to be cleaned up at application-delete so it doesn't try to upload an app that the tarball doesn't even exist anymore.

Steps to Reproduce

With rook-ceph-apps in the "uploaded" state (default):
1. Delete the rook-ceph-apps tarball from /usr/local/
2. system application-remove rook-ceph-apps
