kdump will create /var/lib/
It really needs initrd.img for kdump that should be simple and only can save the vmcore.

Steps to Reproduce
rm /var/lib/
kdump-config reload(that will create /var/lib/
sync; echo c | sudo tee /proc/sysrq-trigger
the crash kernel will reboot, then it hang up.
Expected Behavior
the crash kernel can boot up and save vmcore.
Actual Behavior
Thee crash kernel will reboot, then it hang up.
