Bug Description

Implement our own actuators, inherit from pr2_hardware_interface::Actuator. We can now store all the data we wanted.

The data are stored in the Motor class which has a pointer to the actuator. We don't need to inherit from actuator.

It appears that we need our own actuators, especially for the joint 0s. The code will be cleaner with our own actuators anyway.
