Make it easy to deploy Solum for users who already have access to an OpenStack cloud.

Note: the patch was initially abandoned because @paulczar is headed out on vacation in a few days. This wishlist task will remind us to come back and revisit this feature later, or allow it to be picked up by another contributor.
