Failure to receive pay notification leaves user hanging

Bug Description

Currently Pay sends us a notification when a payment is authorised - but it doesn't yet guarantee the delivery of that notification, so it's possible for a purchasers payment to be authorised, but we never know and so leave them hanging.

An intermediate solution (until pay has either msging queues or guaranteed notification delivery) is that we can assume that the redirect we receive from pay (to the checkout complete page) *is* a notification and update to PaymentNotificationReceived where the status will be checked via the pay API.
