Bug Description
If a snap is held in manual review, any subsequent uploads will fail to release due to this.
The error message that is returned does not have a machine parseable error code, making it hard for consumers (launchpad) to understand this is not an error.

The only available code is 'processing_error', but this is not truely an error from a user perspective.
