Please change the snap name registration rate limit to 10 names per 10 minutes. We need this for next Monday.

In the context of the on going work for snap integration with github, build.snapcraft.io may need to register many names in a burst/batch.
So instead of allowing one name every X minutes, we should allow something like at most 10 names in 10 minutes. |
