"paypal_email" says it's optional, but then it's requested for setting a price to a snap

Bug Description
I go to my account to set details, and the "PayPal email" field says below "If different from your Ubuntu One email", so I left it blank.
But then, when setting a price to a snap, it complains that "Missing fields: paypal_email."
So, or a) it shouldn't be mandatory for setting a price to the snap, or b) that "if different from..." message should be removed.
