Bug Description
We need to be able to switch off non-click app purchases in some contexts (ie. where we can't access required private LP apis).
A setting would be perfect. Not sure what the behaviour should do though... we could either not have any non-click functionality (might be worthwhile), or just 403 on the purchase url for non-click packages.
