Bug Description
When the user is trying to pay with a credit card that has been cancelled at the issuer, the error shown is the standard "can't complete purchase, retry?" error.
A more descriptive error should be shown if the card will keep failing forever.

The payment webservices are not returning any meaningful error message, so pay-ui is blocked on that.
I'm adding the software center agent webservice project where this would need to be fixed.
