Tags for World Factbook have alternating cases

Hi Tim,

Thanks for this patch.

I don't think the case of the tags is significant, right? So I think rather than upper-case all the tags, we should just remove the redundant ones.

Can you try your hand at a patch that does that?

Would you like patch that will prevent a duplicate being added whenever
something is saved in the journal - or just anything in this particular
file? I'm just getting my head around the way Sugar is put together. If you
would like something more generic, are you able to let me know which file to
tinker with?
