Uploading a charm to a non-latest stable risk does not update the icon

Bug Description
Some metadata items, notably the icon, are not updated if a charm is published to a stable risk other than latest/stable.
This is a problem for charms that choose not to have a "latest" track (they just don't publish anything to it).
Ideally:
1- If the charm's `latest/stable` channel has anything published to it, that's the only channel for which an upload would update the icon.
2- If the charm does not have anything on `latest/stable`, but it has a default track, then $default_
3- If a charm has nothing on `latest/stable` and no default-track, then ... to be discussed. Maybe any upload to any /stable risk would update the icon?
