Empty snaps should not land in stable channel

Bug Description
A snap landed in stable today called "toto". It's completely empty, aside from the meta/snap.yaml. In the same way we prevent snaps which are grade:devel from landing in the stable channel, perhaps snaps which are empty should be prevented from landing in the stable channel.
Empty snaps will confuse & mislead users.
I understand the review tools do not run on channel promotion, so currently this would be all or nothing, for all channel uploads. That might not be desirable as a new developer would get rejection / error messages for a 'legal' snap which happens to be empty.
So will add a task for the store, which may want to add the capability to run review tools on channel promotion.

I'll add a check at 'info' level to the review-tools for now. This will not block anything but will give the store something to look at if it chooses to. The store may want additional support from the tools on this, which is fine, and we can discuss that if/when the store implements its portion.
