Bug Description
From my arm64 devices, it can be reproducible to see snapd refreshing got stuck with snap changes like as follows and it was happening between 2.51.3 and 2.51.4.
Doing today at 11:48 UTC - Consider re-refresh of "snapd"
The precise scenario was
1. run install mode
2. run first boot with run mode
3. cloud-init from gadget triggers reboot while snapd was refreshed
4. check `snap changes`

In the tasks json there is a task with id 93 with no associated change id (which means it's not listed by snap changes etc and generally not considered/ignored by snapd internally). I've proposed a simple fix to avoid creating such task - https:/
