Bug Description

According to a conversation in #snappy, when snapd tried to install a kernel snap but it failed because it did not boot (so a revert is triggered and the previous kernel snap is reinstalled), that kernel snap is not blacklisted. Therefore, snapd will eventually try to refresh to that revision again, which will produce failed updates each 6 hours, with a couple of reboots each time.
