Bug Description
For example on a Raspberry Pi 3B+ with the armhf Ubuntu Core 18 image installed and:
```
$ ls
afile myfile
$ snap install # hit tab twice here after typing install
afile myfile
```
This was with snapd 2.38:
```
$ snap version
snap 2.38
snapd 2.38
series 16
kernel 4.15.0-1033-raspi2
```

core18 seems to be missing the bash-completion package. bash-completion /completions/ current/ usr/share/ bash-completion /completions/ snap
It's also missing a symlink in /usr/share/
to
/snap/snapd/
so that snap itself can tab-complete.
