snap install fails with 'cannot update disabled snap "core"' after 'snap refresh core'

Bug Description
In the case where a snap is refreshed while there's an on-going refresh already happening, I get different error messages depending on my timing. This is easiest reproduced by using "--no-wait" and doing several refresh calls. If the bug is triggered, it looks like so:
# snap refresh core --stable --no-wait
41
# snap refresh core --edge --no-wait
error: cannot refresh "core": refreshing disabled snap "core" not supported
# snap refresh core --edge --no-wait
error: cannot refresh "core": snap "core" has "refresh-snap" change in progress
I've not disabled the snap in question, so the error is somewhat unexpected here.

This error occurs because during the refresh we disable the old core snap for a brief moment. I agree that it should not surface to the user this way but I'm unsure how to fix it yet.
