Bug Description
Hi
While working to reproduce an issue where snapcraft tries to use multipass but fails because of a lack of KVM extensions, I tried running snapcraft in a VM without KVM extensions.
Steps to reproduce:
1. multipass launch (this is on a host running focal + 5.3 kernel + multipass snap 1.0.2 rev 1597)
2. multipass shell; snap install --classic snapcraft (=> snapcraft 3.8 revision 3440)

Support for 'multipass' needs to be set up. Would you like to do that it now? [y/N]: y
Failed to install or refresh a snap: 'multipass' does not exist or is not available on the desired channel 'latest/beta'. Use `snap info multipass` to get a list of channels the snap is available on.
However, this works:
sudo snap install --classic --channel latest/beta multipass
Best,
- LM

Confirmed for snapcraft on stable and candidate, going to look at any API changes store side.
