gnome-software 3.26.1-0ubuntu1~ppa1

Test Case:
1. Without network (no network link or behind a captive portal) a notification with the message "Some Title" is displayed

Expected result
Nothing is displayed.

This is happening in Ubuntu 18.04 updated as today, but always when searching for updates from "Updates" tab, or installing a .deb package.
