After the heat plugin is enabled, the number of workers matches the CPU core count, rather than being fixed size like the other Sunbeam charms.

workers: pin to 4 workers
Align heat with other charms, providing a fixed building block size
of 4 workers per unit for both the API and engine.
Misc tidy for consistency of formatting of config options.
