Bug Description

While running tempest tests, 13 of them failed on

urllib3.exceptions.ReadTimeoutError: HTTPConnectionPool(host='10.246.167.235', port=80): Read timed out.
(read timeout=60)

Where 10.246.167.235 was traefik IP
Many more tests passed.

In another run it was failing to read from neutron.
