Bug Description

When adding a new node to the deployment, the openstack-hypervisor snap was configured with a network address for the external bridge - this then blocked the use of the actual network interface provided at the add of the 'add' process.

Note that I had not run the configure step on the bootstrap node before adding the extra node.
