Help page links do not work as expected

Bug Description

The help page links (as generated by sloecode.lib.helpers.help_link) only work as expected in google chrome. They do not work at all in internet explorer (no help page appears), and work in firefox, but provide a window with no scrollbar (scrolling is only working with keyboard input).

The help pages should be shown using a YUI component - that way we let someone else worry about cross-browser compatibility.
