Make pantheon-applications.menu compatible to external applications

Bug Description

Some applications expect a file called applications.menu.

E.g alacarte does expect that: http://bazaar.launchpad.net/~vcs-imports/alacarte/trunk/view/head:/Alacarte/MenuEditor.py#L40

Maybe that helps us to fix the problems with custom categories, so we can use official ones: https://bugs.launchpad.net/slingshot/+bug/1010210

I tried your branch, and it doesn't work.

Maybe it does not have to do with pantheon-applications.menu.

Fact is, the application menu is not editable via external applications.

Maybe slingshot is too undynamic.

I don't know why this has the importance of wishlist, as this means that users are not able to edit their application menu via tools like alacarte.
