Bug Description
Gtk ActionBar allows context related actions to each site.
For example, if a user hovers a site, he can use the rotate buttons, etc. easily for each page.
The buttons are where they are supposed to be, on the context.

I'm not 100% sure what you mean by this report as you've worded it as "Use *technology*" rather than "Make *change* with *technology*".
If you're suggesting that we move some of the controls from the toolbar/headerbar over top of the selected page then I'm in general agreement. GtkActionBar seems like an appropriate widget to do that.
