News item details display empty seconds in the publication time

Bug Description
In the details of Silva News/Event items seconds are displayed, e.g. "Publication date: 7 Mar 2013 16:35:00". Nobody cares what second it was published, plus it's always 00 seconds. Let's remove the trailing ':00' from all datetimes.
