Global reconnect timer

As discussed with shroud in IRC - we were discussing adding a unix timestamp variable in the IRCConnection.cpp file which would hold the timestamp of the last user that has been throttled by the IRC servers, and then using the said timestamp to calculate reconnect delays for users. This would provide an easy way to ensure all BNCs get reconnected without being throttled.
