Bug Description

When senlin stops an instance before deleting it, Senlin will sometimes do the operation too fast and encounter an error with Nova.

Senlin does not wait for nova to report that the instance has completely stopped before proceeding to delete.

This may be caused by a nova bug in mitaka, will investigate further. My original assumption on the cause of this issue was incorrect.
