Bug Description
The settings dialog is not themeable and does not pick up the correct theming when using custom themes from horizon. This should use all the styles described in the horizon theming dashboard.
Somewhat related but not entirely, this change could also incorporate a change to move it from a modal to a sidebar slideout like the help text in launch instance wizard. During a usability review of how filtering works, it was noted that this could change.
