Bug Description

Toggle case (Alt + u) ignores non-ASCII characters. For example this Unicode text: "V CENĚ JE ZAHRNUTO VŠE CO POTŘEBUJETE" - when you press Alt + u, you get "v cenĚ je zahrnuto vŠe co potŘebujete" instead of correct "v ceně je zahrnuto vše co potřebujete".

Special characters like that are common in many languages.

I can confirm this for the German Umlauts (äöü) and the sharp s (ß).

Please note though that there is no uppercase equivalent to ß. It is common to replace it with 'SS' when converting to upper case, but this should be done at the discretion of the user, not automatically I think. In this case it would be okay to leave the case of the letter unchanged.
