Bug Description
For example Farsi, Arabic and Hebrew languages requires Right-to-Left UI.
in mediawiki monobook theme, there is an additional css with name rtl.css and
will be added to header if language of wiki is a RTL language.
I think there can be an optional css and/or javascript message for every
language to apply minor changes.
